The culprit of the basement was inside the basement when the murder occurred.

Which murder?

The culprit of the basement, the killer of Arya and Adolin, was inside the basement when the murder of Arya and Adolin occurred.

The only way the culprit could have entered the room in this time period was through the window.

Which room?

When the door to the Basement was locked by Astrid, only Adolin and Arya were inside the room in the Basement, and they were alive. When the door was unlocked by Astrid, the only people inside the room in the Basement were Adolin and Arya, who were both dead. Arya and Adolin were inside the room in the Basement when they died. Thus, the culprit had to enter during this time period to kill them. The only two ways to enter the room in the Basement are the door and the window. The door was not used during this time period.
